I gave it a try but the results are disappointing, at least to my taste.
The first 2 pics below are the results of enhancement only (i.e. no upscaling) by Topaz Photo AI
The third pic has been upscaled by 2 from 640 x 480 to 1280 x 960 pixels. I think you will agree that the result is not really satisfactory ;)

Guys? Would you mind taking a shot, as I'm currently in the planning stages and don't have upgraded hardware yet?

And I don't know if you can toggle the AI part off/on, as I wouldn't mind seeing the images just upscaled, without any other changes.

Simply upscaling a low resolution video will result in a lower quality larger video.
In fact, you can check that when playing the video with VLC player and setting the video zoom to x2. This will show how the video would look if if it were just upscaled by 2x.
If that's the only thing you need, you don't need AI but just some kind of video upscaling software without any video enhancing features. I don't know if such basic software exists, maybe a google search will help?

However, if you want the quality of the upscaled video to be as good as possible you really need AI based video enhancing and upscaling software like Topaz Video Enhance AI for example.
And as said before, you need powerful hardware, the right software and even with those tools it will take ca considerable amount of time to process a video.

FYI, there are also free online video upscaling and enhancing tools available. I haven't tried them and I think the "free" versions will have a number of limitations. You'll find several links if you google for "video upscaling".

I knew it was probably a longshot, but thanks for trying anyway. I have no doubt that the technology to do this will come about one day. It's just a matter of when and how much it will cost.

Agreed. I think a native 480p video will look "reasonable" when enlarged to full size, at least it does on my old 17" laptop. This perspective may change when I get new hardware. My goal is to take 240/360p videos and make them so viewing them isn't such a tragedy.

My reason for asking if AI could be toggled off/on was because I didn't want any images or even parts of images possibly replaced with AI artifacts.

My initial research shows that a decent gaming CPU with a decent (midpack) GPU can be had for about 1K dollars. And since I'm not looking to make 4K videos, I think it would be enough for my purposes. What do you think of my goals?

Here are some of the specifics:
AMD Ryzen 5 1400 3.20 GHz - 8 GB RAM DDR4 SDRAM
NVIDIA GeForce GTX 1060 6 GB GDDR5

Not top of the line, not even cutting edge, but adequate for its planned usage? Let me know what you think. Also plan to use Topaz AI.

Here's a image comp of Maki Tomoda in a JAV lesbian video, showing the original 480 image on the left, and the magnified image on the right. I consider the image on the right "acceptable", but barely. If I can surpass the magnified image in quality with my upscaled videos, I will be happy. It will be quiet on the home front for a couple of months while I save up for the hardware.

The minimum system requirements are listed on their site and I did a quick check with the specifics you listed.
Result :

CPU AMD Ryzen 5 1400 3.50GHz : OK (supports AVX2)
RAM 8GB : Topaz Labs specifies 16GB minimum, 32GB recommended
GPU Nvidia GTX 1060 6GB : OK
