Hi guys!
I imagined a project, after having had a risky experience as a bottom( I am a switcher ).
I would like to create a place where there is a lot of supervision and security for the submissives/masochists. Their safe word will be known to many employees and general people. And no cameras will be allowed. Another purpose of these guarantees will be to attract the bdsm audience.
Another idea would be two types of slave auction: One where the slave profits and the other where the proceeds from the sale go to charity. At a BDSM club near my house, they donate it to charity, as they are a little prejudiced against prostitutes. I don't judge them anymore, and I believe it would be a paradise if a bottom fulfilled her fantasies, with extreme security, and still made money. And for the top as well, as they would have many more options to choose from, and would not suffer through negotiations with prostitutes who are unaware of BDSM (some are very closed and prejudiced ).
And of course, there will be the option for the bottom to choose its top, other than through auctions.
As a bottom, I would love to be auctioned. I enjoy being valued as well as being devalued. I love the humiliation of being used and valued as if I were an object. And I'm curious to see the financial value they place on me.
I would allocate the proceeds to charity. I feel bad charging, a kind of bad karma. And I don't really like looking for tops without being auctioned off.
As a top, I'm lucky enough to like undervalued women (with small ass and small breasts). I just like pretty face. So I believe I would pay very cheaply at auctions. Whereas the big-breasted, big-butted but normal-faced slaves would be very expensive and I wouldn't even care.

Seems like you are looking to create a "safe place" for subs. I would imagine that it takes an enormous effort for a submissive to find some place and someone to play around with, and still feel safe. I don't know if it would be feasible to put something like this into practice, but I'd bet that a market certainly exists.
A few comments, though. This would almost certainly be a service that the submissive would pay for. They wouldn't personally be making any money from it. It would cost the people running the facility a ton of money to keep it operational. Maybe you could earn credits from the auction to offset a portion of your fee, but that would be about it. The dominants would probably be charged an entrance fee and need to buy credits to use at the auction.
I think that you are being a little optimistic about the sorts of women who would use this service. Likely most would be somewhat overweight, and nothing great to look at. A thin girl with a pretty face would be quite valuable.

As ZZZ points out I think the major obstacle would be paying for it. There are clubs that supposedly exist which would meet a lot of your specification. Not the real-money auctions, I see a lot of legal problems there, but they do serve as infrastructures for both "pros" and amateurs who hire them out, host larger functions by invitation, etc. Some of the forum members have described experiences. Such places would more likely to be found in parts of Europe and very large cosmopolitan American cities.
One place that is (or maybe was, I'm not sure) closest to your idea without charging high fees for its users is the Top Floor at the San Francisco Armory, which was fully outfitted by Kink.com for the use of the local fetish community as kind of a goodwill gift. Since Kink picked up stakes and moved to Nevada and sold the building, I doubt it's still there though.

I thought I'd also give security to the top ones because they won't be at risk of being unfairly accused.
As for the operating cost, I thought about allocating days with a security camera. It would repulse many people, so we should split between days with and without security cameras.
I still haven't thought of a way to beef up security in the days without security cameras.
As for the venue, I thought about using the BDSM clubs that already exist.
It's easy to find pretty-faced prostitutes, but they're all light. Some only accept being tied up and nothing else.
Indeed, pain-resistant bottoms often look bad. I've never met a pretty one, personally.

Indeed, there are problems with legalizing a real-money auctions, and I can't even imagine how to handle it.

Back in the late 70's, there was a place (2nd floor of a duplex) called The Chateau in Los Angeles. Four rooms with various devices (rack, ceiling chains, whips, etc.) in each one. I think it was ~$100 for an hour; there would be a knock on the door when there was only 5 minutes left (the time went quickly.) The "subs" I got were pretty attractive as I recall. I was strictly a role player, not a BDSM-type Master. As such, I was generally dismissed for being one when I tried getting into that scene later. I wasn't into their usual "real life" Master/slave humiliations. I wasn't concerned with hard limits or actual pain, the binding, fondling, and (fairly tame) whip work within the fantasy scenario we established was all I wanted. I was, and still am, amazed by the far greater percentage of sub men seeking domination, than guys like me. There was never any doubt for me which end of the whip I would be on.
