It is a rather low-key interrogation/torture movie; the scene above was a take on water boarding or water torture I had not seen before. (About 30 min in).
It is listed on IMDB (imdb.com/title/tt3438504). Overall it feels like a bad film student project. I think they shot the content in a linear progression and then edited the material so it jumps back and forth in time - it makes no sense. But some of the scenes are pretty good.
