This is a great find. This footage has not identifier on it like most of them, which to me, suggests an element of entertainment for the guards and possibly the upper echelons of the organisation.
Escape attempts were relatively common but few achieved it, albeit caught and subjected to 'realignment'. This particular subject will endure a combination of physical punishment and the administration of drugs to keep her docile.

It was common practice to give new intake subjects demeaning and humiliating tasks to begin the processes of 'breaking' them. This would often be prior to the completion of registration and allocation.
This image provides another example of condition treatment. Weights are progressively added over a long period. Subjects are left like this for hours on end, sometimes days, with only a periodic whipping for company. This was common practice, as it was considered one of the most effective methods at a facility.
This inmate was once a wealthy woman but was caught for fraude and various other criminal activities. The court sent her to the NRC but she kept trying to escape. Several guards were severely hurt by her during her escape attempts but they always managed to catch her.
Shes now locked up stark naked in solitary confinement and the guards have permission to use and abuse her sexually whenever they want.
The court is now discussing her faith. In the best case she will be sold as a slave or a whore but some judges are in favor of the death penalty for this useless slut.

If the 'subject' is sold on, it will at least recover some revenue. However an execution in the yard might help to keep the others in line.
