We have testimonials that cold water hydrotherapy was commonly used to calm down and punish the most agitated women:

During the late 70's to the early 80's, selected subjects were permitted to wear clothing and shoes to carry out general 'house keeping' duties. Subjects were inspected before and after each shift.
This practice is thought to have continued but only in a very few facilities.

This is thought to be a photo taken by a staff member of a subject being returned to a cell after 'treatment'. It is unclear if she receives any medical attention at this point.

This is what any new subject' can expect as part of the 'softening up' or conditioning process. Foot torture, forced to stand on a sharp or sometimes hot plate for extended periods of time.
Re: NATIONAL REFORM CENTRE EST.1926 (CHRONICLES OF CRUELTY)
This looks like a video segment from around 1992. The subject is just at the start of the conditioning therapy.
Interestingly, the two 'assistants' are more than likely two longer serving subjects who have been permitted to work at the facility. Judging from their slight awkwardness it would appear that way.
This looks as if once again it occurs prior to official branding, which is notoriously painful.
